Third was Oliver Baclay Jr. of the Ateneo de Manila University (ADMU) with 85.6.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">The rest of the top ten were: Majesty Eve Jala of Ateneo (85.50); Ma. Elizabeth Lizeralde of the University of the Philippines (85.40);  Michael Macapagal also of UP (84.15); Denisse Dy and April Love Regis both from ADMU tied at seventh place (84.00); Kristine Joy Tan of ADMU (83.80); Shirley Velasquez of UP and Gian Jacob of San Beda tied at ninth (83.75), and Vanessa Raymundo of San Beda Collage (83.70).</span></p>

<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">The First Quarter 2009 Social Weather Survey, taken from Feb. 20 to 23, showed that De Castro is favored by 27 percent of respondents, followed closely by Villar with 26 percent, Legarda, 25 percent and Escudero, 23 percent. They were followed by Senators Mar Roxas, 15 percent; Panfilo Lacson, 14 percent and former President Joseph Estrada, 13 percent. The Social Weather Stations cleared that prior to the survey; they did not prepare a list for the respondents to select from to avoid bias.</span></p>

Lapus urged private schools to exercise self-restraint amid the current economic crisis, which has been affecting educational institutions as well. Lapus said private schools must file applications for proposals to increase tuition. The deadline for application has been set to March 30.</span></p>

Lapus had earlier called for public schools to avoid collecting fees for graduation rites. He also said schools must not require extravagant clothing for the graduation exercises.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Commission on Higher Education (Ched) Chairman Emmanuel Angeles said private universities and colleges manifested their support for President Arroyo&#8217;s call to help poor students and their families cope with the adverse effects of the global economic downturn.</span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;"> </span></p>
<p class="MsoNormal" style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Angeles said he visited Eastern  Visayas last Thursday and got a 100 percent response from both private and public colleges and universities there. He added that he is pleased by the positive response of private schools&#8217; officials in other regions to the President&#8217;s appeal for a moratorium on tuition increase this year. Perhaps only 10 percent will increase their rates. So it is working and we will continue appealing to them,&#8221; he said.</span></p>

<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Melo expressed concern that another scandal-ridden election like the 2004 presidential polls could occur again if the 2010 exercise is done manually.</span></p>
<p style="text-align: justify;"><span id="more-166"></span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">He stressed the hybrid system of elections would resurrect “other Garcis and that is the great danger,” referring to former elections official Virgilio “Garci” Garcillano who was widely believed to have been responsible for rigging poll results in Mindanao in the 2004 presidential elections.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Melo said the Comelec is opposed to the proposal of lawmakers to use a combination of manual and automated systems because this would defeat the purpose of computerizing the polls.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">“If we revert back to manual, even partial only, we would not be able to eliminate electoral fraud. Cheating will once again be easy to do,” Melo said.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">He insisted full automation of elections is the only way to finally get rid of electoral fraud.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Melo pointed out the “hybrid” system, as proposed by some lawmakers, would also require another P2 billion, on top of the P11.3 billion allocation being requested by Comelec from Congress.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Parañaque Rep. Roilo Golez led congressmen in proposing the hybrid system in the 2010 general elections.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Golez said Comelec should not totally abandon the use of the manual system since it is mandated in Republic Act 9369.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Golez proposed that the local elections – from councilors to congressmen – should be done manually while those for national elective positions should be automated.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">To automate next year’s polls, the lawmakers wanted to amend the provisions of RA 9369 before allocating a separate budget to be used by Comelec.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Melo added that with the hybrid scheme, Comelec would still have to put up automating machines in each poll precinct and another sets of ballot boxes and other election paraphernalia for the manual voting.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">“That would be more expensive. It would be like conducting two elections,” Melo pointed out.</span></p>
<p style="text-align: justify;"><span style="font-size: 10pt; font-family: Verdana;">Melo also expressed disappointment over the delay in the passage of the supplemental budget that would finance the automation of next year’s much-anticipated elections.</span></p>
